{"id":154082,"date":"2024-05-28T10:43:42","date_gmt":"2024-05-28T07:43:42","guid":{"rendered":"https:\/\/blog.nli.org.il\/?p=154082"},"modified":"2024-07-09T11:31:51","modified_gmt":"2024-07-09T08:31:51","slug":"eshkol_stuttering_speech","status":"publish","type":"post","link":"https:\/\/blognli2026.moonsite.co.il\/en\/eshkol_stuttering_speech\/","title":{"rendered":"The Prime Minister&#8217;s Stuttering Speech"},"content":{"rendered":"\n<p>If only Prime Minister Levi Eshkol, prior to addressing panic-stricken Israelis on live radio on May 28, 1967, had reviewed his short speech to ensure that everything was in order\u2014or, better yet, rehearsed it.<\/p>\n\n\n\n<p>If only word processing existed then, it would have obviated the need for Eshkol\u2019s top aide, Adi Yaffe, to scribble a change to the text that the Prime Minister\u2014fresh off a cataract procedure, exhausted from late-night meetings in the lead<del> <\/del>up to the Six-Day War and having rushed to the Tel Aviv broadcast studio to deliver his remarks\u2014struggled to read. Confused by the wording, Eshkol whispered to Yaffe in Hebrew, \u201cWhat does it say?\u201d (again, this was a live broadcast) and stumbled and stuttered. Israel\u2019s military mobilized, and Tel Aviv residents dug ditches in anticipation of mass fatalities.<\/p>\n\n\n\n<p>Reassurance through a national address was needed. Eshkol\u2019s meetings at the Defense Ministry\u2019s Kirya compound in Tel Aviv ran long, leaving no time to record the address that afternoon at his office on the grounds. Instead, he went across the street to a radio studio to speak live.<\/p>\n\n\n\n<p>In a vacuum, Eshkol\u2019s mistakes during the address were minor. Listening to a recording of the speech today while following along on the typed text containing the handwritten changes, the drama builds. That\u2019s because Eshkol reached the end of the first page, flipped to the second page\u2014we hear the crinkle of the paper\u2014and immediately encountered the fifth word crossed out and two scribbled words above replacing it.<\/p>\n\n\n\n<p>Instead of reciting, \u201cLikewise, directions of activity were specified for<em> withdrawing<\/em> the [Egyptian] military concentrations from Israel\u2019s southern border,\u201d we can imagine Eshkol\u2019s confusion upon encountering the handwritten Hebrew word for <em>moving<\/em>. (Italics added for this article.)<\/p>\n\n\n\n<p>That\u2019s when Eshkol turned to Yaffe and whispered his question. Yaffe made a hand-rolling motion to signal Eshkol to quickly continue. An engineer cut the sound for seven seconds. Silence. The sound returned, and Eshkol proceeded.<\/p>\n\n\n\n<p>But the whisper, the sound cut and the resumption\u2014all vital to understanding the magnitude of the screw-up\u2014aren\u2019t grasped by listening to the audio recording today. Rather, those key components, and Yaffe\u2019s gesture, come courtesy of an archived <a href=\"https:\/\/www.youtube.com\/watch?v=ygjP28s6pK8\" class=\"ek-link\">interview<\/a> the Israel Broadcast Authority conducted years later with Yigal Lossin, who was working that day in the studio\u2019s sound engineer booth.<\/p>\n\n\n\n<p>The audio that exists is Eshkol\u2019s address after it was edited\u2014the whispered question and the seven-second pause were deleted\u2014for rebroadcast later that night, because Eshkol\u2019s staff realized the magnitude of the <del>P<\/del>rime Minister\u2019s blunder.<\/p>\n\n\n\n<p><strong>The edited speech in Hebrew can be heard here:<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-4-3 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe title=\"\u05e8\u05e9\u05ea \u05d1: \u05e0\u05d0\u05d5\u05dd \u05d4\u05d2\u05de\u05d2\u05d5\u05dd \u05e9\u05dc \u05e8\u05d4&quot;\u05de \u05d0\u05e9\u05db\u05d5\u05dc, 28.05.1967\" width=\"640\" height=\"480\" src=\"https:\/\/www.youtube.com\/embed\/ERHAlkYrcN4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Where the original audio is today is anyone\u2019s guess.<\/p>\n\n\n\n<p>Ehud Shapira, a businessman who was 11 years old at the time, remembers the tension Eshkol\u2019s hesitancy caused. Shapira\u2019s father had been called up to reserve duty and was away. Shapira, his siblings and their mother listened together to Eshkol\u2019s radio address. She pronounced in Yiddish, \u201c<em>Oy a brokh<\/em>!\u201d\u2014What a disaster!<\/p>\n\n\n\n<p>With Eshkol\u2019s performance, \u201cshe thought it was impossible to rely on him,\u201d he said. \u201cThe Six-Day War was a big victory, but it was not taken as a given\u201d at that point, he added.<\/p>\n\n\n\n<p>Afterward, like a game of Telephone, Israelis\u2019 anxiety levels multiplied. People commiserated about their fears, magnifying the collective dread. Rumors spread of a coup. Shapira recalled that a Hebrew term coined at the time evoked both the military and the deteriorating mood of the street: &#8220;Maj. Rumor&#8221; (<em>Rav-seren Shmuati<\/em>), which typically refers to the unclear or dubious source of whatever widespread rumor is circulating in Israel at any given moment. These days, he quipped, social media\u2019s power would bump that up to Lt. Gen. Rumor.<\/p>\n\n\n\n<p>Arnon Lammfromm, who worked for the Israel State Archives for many years and authored a 2014 <a href=\"https:\/\/www.nli.org.il\/en\/books\/NNL_ALEPH990037862270205171\/NLI\">biography of Eshkol<\/a>, holds Yaffe responsible for not ensuring that his boss rehearsed, or at least reviewed, the speech. Eshkol also bears responsibility, he added, for not ensuring that Yaffe did just that.<\/p>\n\n\n\n<p>The fallout was swift, and shocking. Opposition leader Menachem Begin approached former premier David Ben-Gurion to urge that his Rafi party join Eshkol\u2019s ruling coalition during the wartime crisis, something Begin and his Gahal party did. Moshe Dayan, a Knesset member from Rafi and a former IDF chief of staff, replaced Eshkol as Defense Minister. Nor did it harm his legacy in the long term. As Treasury Minister, and as treasurer and settlement director of the quasi-governmental Jewish Agency for Israel before that, Eshkol handled the deficit arising from the War of Independence, helped the country fund the absorption of more than 650,000 immigrants (doubling Israel\u2019s population), transferred the Absorption Ministry from the Jewish Agency to the government, expanded the economy from agriculture-based to industry-based and added approximately 300 settlements. Eshkol also launched the Mekorot water utility.<\/p>\n\n\n\n<p>As time will do, Eshkol became forgotten in subsequent decades. People long for victory and for his personal leadership,\u201d he said. Eshkol wasn\u2019t charismatic, but \u201chis strength wasn\u2019t there,\u201d Lammfromm added. \u201cIt was managing people, getting into the weeds in many things.
